Why Most Enterprise Skilling Programs Still Miss the Point

Over the last several years, enterprise skilling programs have evolved in useful ways. One positive shift has been the increased focus on clearly defining expected outcomes and success metrics.


Not very long ago, most programs were designed primarily around tool proficiency or certification readiness, with the assumption that capability would naturally translate into performance. The industry has begun to move beyond this. Many programs now incorporate the why along with the how, and place greater emphasis on business context.


However, in my experience, this still does not go far enough.


The real opportunity is to design skilling initiatives much more tightly around finished outputs and decision contexts, rather than around roles or tools in isolation. In practice, value is rarely created because someone knows a tool. Value is created when better workflows run and better decisions get made consistently.

The design discipline gap


A second pattern I continue to observe is the relative lack of learner-centric design rigor. In consumer product and UX teams, significant effort goes into understanding user personas, journeys, and contexts of use. Yet enterprise learning cohorts are often still treated as largely homogeneous, with standardized pathways that do not fully reflect varied learner needs.


If the same design discipline were applied to skilling, programs would more explicitly map:

* the decisions learners are expected to influence

* their current level of ownership

* their workflow constraints

* and the behavioral shifts required alongside technical skills


The growing need for “just enough” and “just in time”

Within most enterprise cohorts, starting points vary widely. At the same time, many L&D teams aim for broad coverage, while employees increasingly prefer learning that is immediately applicable.


This push–pull is becoming sharper in the AI environment. As tools proliferate rapidly, the traditional one-size-fits-all curriculum is becoming harder to justify. Programs that move toward “just enough” and “just in time” capability building, while maintaining structural coherence, are likely to see stronger adoption.

The often underestimated behavioral layer

Finally, effective application of skills covered in an enterprise program primarily depend on

* decision ownership

* cross-functional alignment

* judgment under uncertainty

* and the ability to embed new workflows into daily operations


These elements are still underrepresented in many skilling programs.

As AI tools continue to multiply, organizations will inevitably feel pressure to keep updating their training catalogs. The risk is that this becomes an exercise in tool coverage rather than capability building.


The more durable question is not which tools teams know, but how effectively human judgment and domain expertise are being augmented to produce better decisions and outcomes. Organizations that anchor skilling initiatives around decisions, learner-centric design, and just-in-time capability building are more likely to see sustained impact.
